Abstract:

Previous work has established that licensing agreements serve as an important tool for periphery country firms to access valuable foreign technology with which they can improve innovation performance. Few studies, however, addressed the question which of those firms sign such agreements in the first place. Building on a recent study that sheds light on this question, this paper shows that motivation and opportunity matter for periphery country firms’ participation in international technology licensing, in addition to ability signalling. Moreover, it finds that when such firms simultaneously signal their ability, are more motivated to obtain foreign technologies, and have greater opportunities to do so, the likelihood of participation in international technology licensing is greatest. These findings also indicate that there is a selection effect among potential licensees, which may have biased.
